The Spanish Confederation of Hotels and Tourist Accommodation (Cehat) has today asked the Government to include in the General State Budget of 2019 a reduction of the social security contributions of discontinuous fixed employees who are registered in the companies in the months of February, March and November of each year.
The Cehat believes that this measure will favor the lengthening of the tourist season outside the summer, with an extension of the periods of occupation and Social Security contribution.
This initiative has been joined by the Popular Group, which states that these bonuses would reach 50% of business contributions to social security during these months "to combat seasonality."
However, the employer warns in a note that this measure can not be applied in 2019 in case of extension of budgets, since in the 2018 appears in a single additional provision.
It specifies that these bonuses began to be applied in November 2012; March and November of the years 2013, 2014 and 2015; and it was extended to February in 2016, 2017 and 2018.
The Cehat qualifies the result of the measure during those years as "optimal for the deseasonalization" of the tourist activity.
According to the employer, the housing sector employs 237,434 people in Spain, although in the winter months that number of employees falls to 160,000 people, which in his opinion has both direct and indirect consequences for the sector and for the whole of the Spanish economy.
